Company history
Eastern Technical Associates was founded in 1979 by Tom Rose and Willie Lee in order to provide high-quality visible emissions measurements and services for clients.
Tom, who worked for the US EPA Region IV, and Willie, president of Environmental Industries, began their company in a 400-square-foot facility in Cary, NC, with a staff of one secretary.
After a year of conducting visible emissions training and certification schools on a commercial basis, ETA outgrew its original location and moved to an 8,000-square-foot facility in Raleigh, NC.
Also in 1980, ETA designed and conducted opacity field studies for the EPA in support of method development. The company also began to provide other support and consulting services to government agencies and private industries.
In 1993, the company moved into a 12,000-square-foot building in Raleigh, and in 1998, Willie retired from ETA and Mike Lunsford took over as director of smoke school operations.
In 2000, ETA moved again, this time to a new building designed to accommodate the company's growing needs.
Today, ETA has a staff of 20 highly trained and dedicated employees committed to providing the most thorough and respected visible emissions programs in the world. Our services set the industry standard, not because ETA has been in business for almost 30 years, but because of our committment to excellence and our refusal to compromise our standards.
The reason for such commitment is simple: our clients.
Whether a government agency or private industry, ETA provides the same level of high-quality training and support. This is an important distinction. When it comes to measuring opacity and documenting observations, there is no substitute for the best training available.

ETA project history
The following is an abbreviated list of ETA projects and achievements since our formation in 1979. It does not include many of our specific field measurement projects for industry. It's not hard to see why "ETA Is Opacity" and why our clients are satisfied with our ability to provide high-value services.
• Developed and presented EPA satellite courses on visible emissions enforcement.
• Developed a pilot plan for evaluation of condensation/reaction particulate formation within ductwork and plumes.
• Successfully completed a Small Business Innovative Research Grant — Phases I & II. This led to the development of an in-situ three-point calibration device for in-stack transmissometers.
• Designed and conducted collaborative tests of human observers viewing plumes at night for the EPA and California.
• Designed and conducted collaborative tests of transmissometers and human observers viewing fugitive emissions from roads.
• Developed a field test to determine the spectral range of in-stack opacity monitors for the EPA's Quality Assurance Branch.
• Provided permitting support services to the San Francisco Bay Area Air Quality District and Lone Star Cement regarding mass opacity relationships of fugutive emissions during ship unloading.
• Developed a Quality Assurance Document of opacity measurements for the EPA's Quality Assurance Branch.
• Developed a field opacity form and User's Guide for the EPA Section 3.12 Division of Stationary Source Enforcement.
• Designed and produced a field test kit to check smoke generator transmissometers for photopic response for the EPA's Quality Assurance Branch.
• Developed the long-path open-air transmissometer.
• Developed and patented an in-stack transmissometer.
• Determined the effect of viewing simulated fugitive emissions plumes against terrestrial backgrounds for the EPA.
• Designed and conducted Method 9 alternate method collaborative studies to validate the stopwatch and frequency accumulation methods in use by the EPA and states.
• Reviewed the proposed New Source Performance Standards opacity regulations for the EPA and industry.
• Evaluated remote opacity monitors for the EPA.
• Evaluated state visible emissions training programs in EPA Regions III, IV, V, VI, VII, VIII and X.
• Designed and completed layout of a visible emissions inspection form for the EPA.
• Presented EPA Course 549 (Visible Emissions for Instructors).
• Developed quality assurance guidelines for the presentation of visible emissions training programs.
• Developed specification tests for photopic transmissometer response determinations for smoke generators for the EPA.
• Determined the opacity variables in dry process Portland Cement stack plumes in addition to several studies for various cement companies.
• Determined opacity variables in bulk cement unloading due to particle size and unloading equipment types for the San Francisco Bay Area Air Quality District.
• Determined the effect of overcast sky conditions on plume lighting for the EPA.
• Conducted enforcement inspections for the EPA.
• Developed alternate opacity methods for intermittent sources for the EPA's Division of Stationary Source Enforcement.
• Supported the EPA with development and promulgation of Methods 203 A, B, and C.
• Developed and conducted a visible emissions training and certification program for Mexico in conjunction with the Texas Air Pollution Control Board/EPA Contract.
• Developed a student manual for Visible Emissions Training/EPA Contract.
• Developed an instructor's manual for Visible Emissions Training/EPA Contract.
• Developed a self audit manual for Visible Emissions Certification Programs/EPA Contract.
• Developed a field manual for opacity measurement for the EPA.
• Developed a directional fugitive dust measurement system.
• Developed environmental training materials for the Russian Environmental Effort and provided training for administrative, engineering, and technical Russian staff for the EPA.
• Provided a technology transfer session to Chile on Visible Emissions Certification.
• Provided training and enforcement smoke schools, technical assistance, and workshops for: all EPA regional offices; EPA national headquarters; EPA regional office in Research Triangle Park, NC; US Justice Department; more than thirty state and local agencies; and numerous industrial clients.
• ETA has supported numerous federal, state, and industrial clients in opacity litigation.
